The Stargate Project grid impact is now measurable in federal data, though the announced buildout remains largely a forward commitment rather than a completed footprint. This report's thesis: across the two states most exposed to AI data center load, Virginia, home to what is widely recognized as the world's densest data center corridor, and Texas, home to the Stargate flagship at Abilene, federal generation and retail price series show elevated demand growth and rising industrial power costs, but the movements remain consistent with a grid under sustained strain rather than proof of a single project's signature.

Virginia recorded elevated generation growth of 8.5% year-over-year and a 15.2% jump in commercial retail electricity prices, the largest price move in the dataset. Texas generation grew a more moderate 5.0%. National industrial electricity prices reached a three-year high of 9.33¢/kWh in July 2025. These figures are consistent with data center load expansion in both states, but retail price increases reflect multiple factors and should not be attributed to a single cause. Economy-wide IT investment, a broad BEA measure, not a data center or Stargate-specific figure, reached $1,466.4B in Q4 2025, growing 19.5% year-over-year and representing 4.67% of GDP.

The data supports a picture of two grids absorbing rising load through different fuel strategies. Virginia leans heavily on natural gas, which supplied 63.6% of state generation in December 2025. Texas has diversified toward wind and solar even as its absolute gas volumes remain large. Both states show industrial and commercial price pressure, with Virginia's commercial price rising fastest.

VOLATILITY SIGNAL

Henry Hub natural gas spot prices rose 41.5% year-over-year to $4.26/MMBtu in December 2025, crossing the operating cost risk threshold. This matters because gas remains the dominant fuel input for both state grids in this dataset, and rising gas costs typically pass through to electricity prices with a lag.
